Description A study completed by a "study group" shows that the higher education system of Massachusetts was not adequately providing quality civic education. Beginning in the 2014 to 2015 academic year, the Board of Higher Education set a goal and expectation that institutions of higher education in the state are now required to enforce civic learning as an "expected outcome." The way these institutions do this can vary but a rubric and framework guidance is available. Additionally, this policy aims to bridge the gap between K-12 and higher education by creating a unified goal and process that students are expected to complete. This policy defines civic learning and what is expected for institutions to enforce this.
